Civil-use and export sourcing scope

Define the civil application, the actual component and the end user before a sourcing enquiry becomes an order.

Civil-use enquiries and a defined supply scope

MetalPartSource reviews civil industrial enquiries for specified titanium fasteners and approved drawing-based small parts. We do not accept military, weapons, weapons-platform or weapons-of-mass-destruction applications. A civil-use label does not by itself establish that an item is outside export controls.

Process-wetted pump and valve components, heat-exchanger tubes or plates, and reactor or agitator internals are outside the advertised sourcing scope of this website. This includes pump bodies and impellers, valve bodies and internals, and agitator shafts, paddles and impellers. The external process-fixture page is limited to external mounting fasteners.

An external fixing or a different application name is not an automatic exemption. The actual design, material, technical characteristics, destination, end user and end use must be reviewed. This page states our supply boundary; it is not an export classification for a particular item.

What the buyer must identify

Before an order can be accepted, provide the actual end-user organisation, intended civil application, installation location and destination country. A written end-user and end-use declaration is required for each proposed order. An intermediary must identify the actual end user rather than only its own trading name.

Include the controlled drawing revision, material grade, part function, relevant technical characteristics and any proposed onward transfer. Tell us if the user, use, destination or scope changes; a previous enquiry review does not approve a changed requirement.

Classification and licensing come before supply

Some titanium-alloy material forms, equipment and related technical information may be subject to Chinese export controls. Classification depends on the applicable current entries and technical criteria, not just a titanium grade or product name. Destination, end-user and end-use restrictions also matter.

If classification or end use is unclear, the requirement must be held for qualified review or consultation with the competent authority before order acceptance or shipment. Where an export licence is required, the responsible exporter must obtain it before export. No licence, classification approval or ability to obtain a licence is implied by this website or by an RFQ acknowledgement.

Customers and the parties arranging supply must also address applicable destination and import requirements. We do not proceed with a requirement outside our advertised scope or without the necessary compliance information and authorizations.

Before sending drawings

Start with a drawing reference, component function and non-confidential civil-use description. Do not transmit restricted technical data unless you are authorized to disclose it and any required authorization is in place. If an NDA is required, agree the terms and permitted recipients before disclosure.

Read our drawing confidentiality process and RFQ privacy notice. A website form submission is an initial enquiry, not a supply commitment.

Official references

The applicable official text and current measures govern each review: China Regulations on Export Control of Dual-Use Items; China Dual-Use Export Control List (official Chinese PDF); MOFCOM export-control information. Consult current amendments and temporary measures for the actual transaction.

Questions before an RFQ

Does a civil-use declaration make an item uncontrolled?

No. Civil use is part of the review, but the actual design, technical characteristics, destination, end user and applicable control entries must also be assessed. A declaration is not an export licence or an automatic exemption.

Can I request pump internals or heat-exchanger tubes?

Process-wetted pump and valve components, heat-exchanger tubes or plates, and reactor or agitator internals are outside this website's advertised sourcing scope. We do not offer those requirements through the RFQ desk.

What end-user information is needed before ordering?

Provide the actual end-user organisation, intended civil application, installation location and destination. A written end-user and end-use declaration is required for each proposed order before acceptance, including where an intermediary places the enquiry.

Does receiving an RFQ reference mean export approval?

No. An RFQ reference only confirms receipt of an enquiry. Technical feasibility, supplier scope, end-use review and any required export authorization must be resolved before order acceptance or shipment.
